RULES AND GENERAL RACE CONDITIONS
(modified January 2008)

ELIGIBILITY AND ENTRIES

This regatta is open to all sailboats of suitable type, monohulls and multihulls as described in this notice. The Race Committee reserves the right to limit the total number of entries or the number of entries by class. An entry will be considered acceptable when all information for rating purposes is received by fax or e-mail by the Race Committee. Please submit entries early to facilitate processing.

BOAT, CREW AND EQUIPMENT REQUIREMENTS

All boats will be seaworthy and have at least two people, and the minimum safety equipment as specified in Part 1, section 1.2 of the ISAF Racing Rules of Sailing.

Note: If you need additional crew members in order to participate in our regatta, please make this request known when you fill out the enclosed entry form. Our race committee will make every effort to assist you in this matter. There will be a crew sign-up list posted on the Official Race Notice Board at the Vallarta Yacht Club for those who want to crew and for boats which need crew.

RULES

This regatta will be sailed under the International Sailing Federation (ISAF) Racing Rules for Sailing 2005-2008. Exceptions will be stated in the Sailing Instructions included in the Regatta Entry Packet. In the event of a conflict in rules, the Sailing Instructions will take precedence. Only owners, charterers or nonprofessional sailors will be permitted to helm any boat except in the event where safety is a concern. Competitors who directly or indirectly are paid to race or benefit financially from competing will not be allowed to helm boats while racing.

REGATTA ENTRY PACKETS

Regatta Entry Packets and Sailing Instructions will be available at the Skippers Meeting on March 18, 2009 at 0930, site to be announced.

CLASSES, RATINGS AND START TIMES

All times posted shall be Jalisco time, stated in 24-hour time. The 2009 Regatta classes, ratings and start times will be in the race instructions. The races will be around the buoys, about 10 miles long, starting at approximately 13:00 each day.

MANDATORY SKIPPERS MEETING

There will be a meeting on March 18, 2009 at 0930, site to be announced. Each boat must be represented by the skipper or a designated crew member. All other crew are invited to observe, especially at the safety seminar. (Available also Awards Banquet tickets and table reservations; registration for Boat Parade and Best Decorated Boat Contest).

AWARDS AND TROPHIES

Trophies will be awarded to the first, second and third place finishers in each class. A minimum of five boats is required to form a class. There are two Perpetual Trophies co-sponsored by Canvas Connection, and North Sails of Puerto Vallarta. The Amistad Trophy is awarded to the skipper with the greatest number of Mexican students on board. The Copa Trophy is awarded to the Mexican Sailing Association with the largest representation of vessels.

The Jim Ketler Memorial Service Award is an award for outstanding volunteer service within the Banderas Bay community. The award is presented at the regatta awards banquet. The recipient's name is inscribed on a permanent plaque now displayed at the Vallarta Yacht Club.

Awards are given to the first three places in the Best Decorated Boat contest of the Parade.

TIME ALLOWANCES

Handicapping will be as per PHRF (RLC) used in Southern California. Cruising offsets for smaller head sails and fixed props will be considered. A current rating certificate will be used if available.

If no rating certificate is available, the Race Committee will assign a handicap based on like boat ratings and information available.

It will be the responsibility of the skipper to check his/her own class and rating information and report any errors to the Race Committee, in writing, prior to 10:00AM the day of the Skipper's Meeting. The Race Committee will be the final authority on ratings.

FAIR RACE CONDITIONS

Please do not unload your boat just for the sake of an "advantage". We hope that you will maintain the spirit of good will and fair competition. History in this regatta has proven that the boat that wins is the one that is sailed well, not the one who unloaded the most gear. Boats which qualify as a cruising boat as defined below will be rated 6 sec/mile slower than those that do not.

1) A normal cruising boat is assumed to be carrying excess weight of at least 6% of its displacement (for example a 12,000 lb. boat would have at least .06 x 12,000 or 720 lb. of fuel, water, extra sails, tools, spare parts, gear and anchors).
2) As a minimum water and fuel tanks will be expected to be approximately 1/2 full to meet weight listed in item 1.
3) All safety gear appropriate to a cruising boat must be on board (horns, whistles, personal floatation, etc.).
4) Solar panels, wind generators, SCUBA gear may be removed.
5) Dinghy, and outboard motor may be removed for safety under racing conditions in the bay (check with your doc-master for authorization).

The Race Committee reserves the right to inspect any participating vessel, before, during, or after the race, if needed.

RACE PARTICIPANTS MUST ALSO AGREE TO THE FOLLOWING:

1) I agree to comply with all rules and regulations of the sponsoring organization Regatas y Deportes Marítimos - Bahía de Banderas (Secciones Jalisco y Nayarit, A.C.), the Mexican Sailing Federation (Federación Mexicana de Vela), the U.S.S.A., the Mexican port authorities (Capitania de Puerto), and any other instructions under which the race is sailed.

2) I hereby give permission for my boat to be inspected before, during, or after the regatta by the Race Committee.

3) I acknowledge that I am entering the regatta at my own risk, and that it is my sole, and exclusive responsibility to decide whether or not to start or continue to race. I certify that my yacht is in good condition, seaworthy, and fully compliant with the equipment rules and regulations of the country in which it is registered.

4) I hereby indemnify, and hold the organization committee, their officers, directors, and committeemen harmless of any liabilities of any nature whatsoever for accident, or injury to myself, my crew, my guests, and/or my boat, while racing or engaging in any activities related thereto. I assume all risk of damage to property or injury to persons arising from my participation in the race, and related activities.

5) I further agree to notify the Race Committee immediately upon withdrawal from the race, and not to sail in hazardous conflict with any other boat, or commercial shipping vessels.
